A Public Health Department bill that was uncontroversial morphed into an automatic legislative pay raise bill under the guidance of House Speaker Mike Madigan.

Here’s how the Legislative Digest describes its contents:

Replaces everything after the enacting clause. Amends various Acts to make changes in State programs that are necessary to implement the Governor’s fiscal year 2016 budget recommendations. Effective July 1, 2015.

This week Illinois’ fiscal years ends. Last year Mike Madigan and Pat Quinn passed an unconstitutional unbalanced budget. They budgeted 12 months of revenue to be spent in the last 7 months of Quinn’s term. The schemers knew that if Quinn won, they would sneak in another tax hike to cover the bills. This sham of a budget left a $1.8 Billion hole for the new Governor to fill, not unlike the $ 4 Billion hole Madigan passed last month.

The politicians who advance these scams are emboldened by incumbency protection clauses they have built into the electoral system. How to do you get away with the indefensible? You change the rules to your favor. Incumbents are in control and they write the code to protect themselves.
